We would like to use a scorecard in multiple countries, so it would be great to be able to have the scorecard allow the ability to take the structure, and then enter another language's version of the questions, and options.

You can duplicate the scorecard but the key thing here is that the structure of the questions match the different languages, and the results CSV can be exported in a common language ... e.g. if someone fills in the form in french language on the screen, I can take the English version of the questions and options as the export - and if we delete or change a question, that's replicated across languages.
